New Gas Connection Conditions

I like to have a domestic LPG connection. accordingly i went to visit local dealers of Indian Oil Corporation Ltd. Jalpaiguri, West Bengal, Pin - 735101 M/s Teesta Gas Agency, Ukilpara, Jalpaiguri, West Bengal & Jalpaiguri District Central Co-operative Consumers Stores Limited, Merchant Road, Jalpaiguri, West Bengal, Your dealers is pressing me to deposit Rs. 4600 / 4200 for single cylendar including the cost of Gas Oven.

In this regard i request you to intimate me the official norms of IOC for efficting the new gas connection. If i get the new connectin without gas oven purchase from them.
