Poor milage

I purchased a hero honda bike passion pro in sep last year.i get very slow milage of 48 km even after running 12000 km. The company says the milage of 84 km. The matter of low milage has informed to service center when i went for service. but still i m getting only 48 kmpl This is cheating of customers. My e mail id is jos_jolly@yahoo.co.in
