Evading to provide free ai

After filling petrol @ vijayalakshmi agency, vepery, chennai (bill no 36541 on 23-4 i asked for free air.the staff told that the system is not operating hence could not be filled.when i asked for manager's mobile no to complain the staff started telling we don't know. But after few seconds they switched on the system and filled air. If so is my case How many poor consumers would have been refused by lazy staff (for the available service) and bringing bad name to ioc
