For ter refund of money for wating ticket after chart is prepared

I have booked the Tatkal ticket for Patna to Itarsi But at the time of booking the ticket status is about Wating list 68, 69 and after final chart prepared my ticket is continue in Weating list 42, 43 .So according to the rule of IRCTC that Wait listed status will be not alloud to board the train and they are treated as without ticket so Please refund my Money in my account for the ticket whose PNR No is-6600334255 and Transaction ID-0472186084
