Delaying refilling cylinde

I have booked for refilling my gas cylinder 26-august, my hp gas booking number:251243.cash memo no:149270, till date was not received my gas, my consumer no:649186.But till now, the distributor [distributor code:959970 SWAMI ENTERPRISES H>P GAS DEALERS VIJAYA NAGAR COLONY, HYDERABAD ANDHRA PRADESH, is neither willing to provide the refilled cylinder. Also the distributor is no longer attending their phone..they are saying come and collect ur gas from dealers office they are not providing home delivery, why...? There are lots of customers here, suffering with the same problem under this agency. some kind of people giving in black gas easily but customer not getting gas easily why...? kindly take necessary steps as soon as possible.. thank u
