Service issues and false commitments

I have purchased a car from Mahindra first choice car dealer outlet in jaipur on 17th October franchisee name is Car Estate, till date I have not received my loan paper from their side, I have given them my car twice for service the fuel meter as it is not working, they have repaired it on temporary basis... still it is not working properly... they are saying that we are doing 108 test of vehicle before delivering the vehicle with 1 year warranty... whenever I tried their executive number, he is making excuses for this. They told me we are giving one free service within warranty period, now they are telling me that we giving discount in first service of Rs. 250/-

Please help on this matter and suggest.
