Refusal to go by mete

I would like to lodge a complaint against Taxi No. MH-02-BQ-6816. The driver of this taxi refused to go by meter from 7-Bungalows (Andheri West) to Mahim West on Sunday, 16th January at 7:00 pm. He instead demanded Rs. 350/- which is more than double of the meter fare. When I objected he said, "That's the way taxis function in this area".
