Transaction failure

I tried to book the ticket for IRCTC through NGPAY and amount of Rs. 1393.64 (Trnx ID 1038056558) which got failed and I got a message that amount will be credited in 7-10 working days. Till 27th March there was no indication if it is under process or not. Then I called up then when I got a message that the amount is processed and will be credited shortly. The amount is not credited yet. These people tried to fool me that it is processed on 29th March and they calculate the 7-10 working days from that date and not from the day of failure. The customer service is pathetic. This is deficiency in service as NGPAY charge the amount for giving the service. Where can we escalate it?

Their website claims that the amount will be debited only after successful transaction but that is not the case. In most cases the amount gets debited and it might take more than 2-3 weeks to get the refund...
