Efund of service charges

Dear Sir,
I have booked ticket under PNR no. 2101858675 from New Delhi to Jalandhar City. The train was cancelled and after I cancelled my e-ticket only the fare was refunded by irctc. The service charges of Rs. 15 is not refunded. Please advise.
