Not delivered but sending delivered message

I had booked HP gas on 1st of Jan. they have sent me a confirmation msg saying its delivered on 3rd of Jan but its actually not delivered.

I tried calling to the agency and both the numbers are busy since morning.

I dont have any confirmation yet on this.
