Luggage Lost while travelling

We have lost our luggage while travelling to france at Paris Airport. We have track down our luggage as it came back to Mumbai but Airport authority didn't hand over that luggage to our friends. We have asked to send it back to Nentes airport so that we can personally collect it from there. All complaints were registered there & even after 20 days we are not able to track down our luggage. This incident is happened only due to airlines only.

Now they are asking it to discuss with Paris Airport.

This is totally unethical. Even they are not responding our calls & emails.

What we should do in this regards.

They are asking for claiming the amount.

Pl help us if anybody can...
