Items missing from the baggage

My parents travelled with Air India AI 120 from Frankfurt - Delhi on 21st August. On arrival in New Delhi, one baggage went missing. My father complained for the missing baggage and they registered the complaint for the same.

After two days, baggage was sent by courier DTDC. What was surprising is that when my father received the baggage, the lock on the bag was missing and their was one seal over it. He inquired for the same but courier agent said this is the status they have received the baggage.

When we opened the baggage in home, few things were missing from the baggage. I don't understand how the lock was opened and things went missing from the baggage.
