Not issuing gas cylinders in time

This particular gas dealer is troubling us quite a bit and not issuing gas cylinders in time. He does not let us book a cylinder with in 30 days from the day it was last issued (not with in 30 days from the time we last booked for the cylinder). Also he is taking about 3 weeks to issue the cylinder from the date it is booked.

I have informed about these happenings couple of times. This time I got quite anger and complained (orally) him the trouble we are having. But he is not so bothered/worried.

It would be nice if some one can look into this and take some kind of action on him.
