Goods not received since 100 days

I've booked some accessories on 13-03 and my Credit Card has been debited Rs. 1, 198/-

Till date even after several complaints, I've not received the goods.

Every time I call up they ask for the address and when I inform them that there is no change in address for the last 10 years or more, then next thing I receive a mail is that they've updated my new address.

In their initial response they used to ask me to wait for a few days, and now they ask me to wait for few weeks.

How can I complain this matter to the Consumer Court?
