Delay in cylinder delivery and issue of subscription vouche

Recently, I had moved in to Ahmedabad with family. I had gone to Bharat Gas Agency (New Era) at Ranip and submitted Transfer Voucher for subscription on 21st August (Saturday). To my surprise, I was told that the cylinders will be delievered on 24th August (Tuesday). Eventually, I got teh delievry only on Friday (27th Aug). Even then, I am not issue the subscription voucher by the agency. I am wondering why such a delay for getting a cooking gas? I had the experience of moving into Mumbai, Bengaluru and Hyderabd and at all these places, I was issued Subscription Vouchers on teh same day with the cylinders delivered at my home.
