Illigal car parkings

I live in Klayan nagar venture - 8-3-167/k/31/32/ for the past ten years.. Now the problems have started .. We have a cellar with space of around 1000 sq yards..with around 35 flats and approved 7 car parkings, and 35 scooter parkings with plenty of greenary. we have a flat owners association and all the committee decided to renovate the cellar so that they get space to accomaodate more cars and initially thought of collecting rent per car so that they can accumalate some money as per the by laws. But even after 3 years they have not collected asingle pie, but now we donot have space even for the children to play. when any kids play unauthorised car onwers shout and throw the kids out, to secure their cars. I request you to please provide me solution for this problem.. Regards
