Non delivery refill cylinde

I had book refill cylinder on 13/9 but till this date 2/10 refill cylinder not delivery to my home.the dealer name madumitha gas agency, ashoknagar, chennai branch.i have complaint hp online consumer on 26/9 and they reply me the complaint closed on 29/9 .the ref.no.11040089.but till this date 2/10 refill cylinder not supply to me and my second cyliner also empty in one or two days.
