Delay in booking for supply of LPG

I am a consumer of HP LPG Gas. My dealer is "Rajdhani Gas", Nayapali, Bhubaneswar. I am a bona-fide consumer with double cylinder. The dealer refuses to book for supply of cooking gas unless 15 days are passed after supply of last cylinder saying that it is the Company's rule. Further the dealer is taking at least 15-20 days time after booking date to supply the gas. Thus the process takes more than a month to get a fresh refill. Since one refill lasts for 20-25 days for my family I have to go 5-10 days without gas for cooking facing a lot of trouble. Since I am having double cylinder consumer-ship I should have the privilege of booking for a refill after 15 days of supply of penultimate cylinder and not the last one. Otherwise the very purpose of subscribing double cylinder is meaning less. Plz help.
