Alloting my Mo.9714972672 to other custome

Dear Mam,

With Respect to the above mentioned subject, I would like to know

Under Which clause my mobile no.9714972672 has been alloted to some other user?

What is the Govt. Policy under which You do such allotment?

Before Such allotment, have You informed the customer on his alternate no which is required to be mentioned in his application form, If not then what is the purpose of asking for the alternate Mo No.?

Under such allotment my said no was in use and the last recharge has been made was of Rs.50 in the last week of July. Attached here with Scan copy of my application submitted to My Idea Shop at Gandhinagar.
