Gas connection -Clarification

Sir,

I have shifted recently from Kolkata to Tiruchirapalli and stay in BHEL Township, Kailasapuram and I have Indane gas connection in my name from last 2years in Kolkata. On basis of my Transfer Voucher (given from kolkata Indane distributer) the local Tituchirapalli distributer has given the gas connection. Now I want to change my connection from single to double cylinder (as my family is with me). I applied for that & the sanction computerised letter came to me but in that letter our local distributer manually written that I have to produce ration card to get double gas connection. The distributer has asked for a letter that if I could not produce ration card in 30 days, he will disconnect the connection.

I am not applying for new connection then why should I produce ration card to get double cylinder.

On the strength of the above I may please be clarified whether I can avail the facility of second cylinder from the distributer without producing the ration card.
