Delivery of cylinde

Sir, I have booked for cylinder refill on 27/06 but even today i.e. 09/07 I am unable to get cylinder from Triveni Gas Agency here at Katra, Allahabad. On visiting there I felt complete chaos and anarchy and nobody is bothered about consumers. Cylinders were delivered to those who even do not have bookings and even leaked cylinders were being delivered by the Agency. There is no responsibility for delivering cylinders at home by the agency and there is no one who can assure me that when I will get the booked cylinder. What this is going on I am unable to understand. My consumer No. is 45746. Please immediately look into the matter because every time I have to face such problems.
