Restriction of booking

I am a consumer of INDANE LPG. My consumer no. is 25558 and name of the dealer is M/s Mahabir Gas Agency, Dhanbad, Jharkhand. The dealer don't allow to book a cylinder within 15 days of delivery of the previous cylinder. Is it the rule of the Company? Even if it is the rule it should be 15 days from the previous booking date as delivery date is variable. If I book a cylinder on 1st. of any month and the cylinder is delivered on 14th. of that month. As per their rule I will not be allowed to book another cylinder before 29th. of that month, which means after about one month. Please give them the instruction to folloe the booking date instead of delivery date.
