Pocession delayed by more than 2 yrs

Pocession of Mall has been delayed for more than 2 yrs, builder keeps asking for money without commiting any pocession date. After3 reminders he has send a threat that the Agreement Dead will be cancelled. Therefore, making sure that we are completely at the mercy of the builder. In such a case how do we get help? He has not paid any interest on the amount paid towards the shop do far, but is asking us to pay an interest of 18% for delay in payment as per construction. However, when site is visited the shop is no where near pocession.
