Revenge billing

Am a NRI for long time and I have a house located at Pandalam. Since am non resident Indian working our of India I visit my home town twice yearly and stay less than one month in my above mentioned house.

Till Jun my electricity bill was Rs.200 per month (minimum charge including the meter rent ect ect) even though I am not using the electricity which is acceptable.

This month I received a bill of Rs.1500/- and the KSEB informed my care taker of the house that from this month the bill will be Rs.1500/-?? which is non justifiable at all.

Would you please advise me how can I solve the above issue with out visiting the KSEB office since am in UAE now.
