Efusal to payback the refundable advance commission

Hello sir, i had requested to avail service of a driver from the above mentioned consultancy in june. To get the process done they asked me for a refundable fee of 2000 Rs as advance commission. I paid that but not taken the service as it was not satisfactory. I asked them to give the amount back but they refused. Since then i am continuosly calling to have my money back but they are not willing at all to do this. I have the proof in which it is clearly mentioned that advance commission is completely refundable if you are not taking the service. I will be highly grateful if you look into this matter. Thanks.
