Unhygienic Water Accumulation/Malaria, Dengue causing situaltion

Respected to whomever it concerns,

Near our entrance of the apartment rain water and the water from the toilets gets accumulated every year. But our chairman and secretary are giving us the stupid excuses. We are finding trouble in walking through this water and it stinks badly. Its creating unhygienic atmosphere, it may also cause malaria and dengue in large scale as we have around 50 families staying here and 40 people from the age group 0-20. So we feel such water should be disposed off as soon as possible. But the authorities of our apartment are just not willing to consider our major problem and take any action against it.
