Transcripts fee

Dear Sir,

I have no idea can i do this complain to here or not? but hope u will give some guidance for the same plase find details as follows:

i am planing for abroad study for that my college (Bhavans RA Collge of science Khanpur) told me just go to perticular Xerox Shop named Kunal & bring transcripts form them i did as said by college officer for that i charge 30Rs per page i was also surprised that for the simple format why they charge 30Rs. i thoughts they want to earn money i can understand that but after i took that transcripts to my college for Sign & Stamp for college principle they told me please give fees of 500 Rs. (for First year, Second Year) so i was shocked i filled some doubt for that so i inquired to other colleges (St. Xavier, C U Shah, MG Science) they all told me charge of Rs. 150 for all the transcripts.

Now please guide me when i can bring this complaint. Can u please help me for this matter. i do understand as i planning to go abroad study i need to spent lots of money but like this way i can not waste my money. May be here they can ask 1000 Rs.
