Refund of Security Money

I am an ex student of Birla Institute Of Applied Sciences College Bhimtal. Nainital. I have done M.C.A from this college. I am 2007 batch passout from this college.

Institute has not refunded the security money, that was around 8 thousand rs.

I am in contact with the institute since 3 years and every time they give me excuse that they will be refunding

it very soon.

Inspite of many mails, they haven't refunded the security amount.

At last i am left with this option to write a complain against the institute as to why they are not refunding my security money. And what about the interest on the security money. When they are going to give back my money with interest and if not give me the reason of not refunding my money back.
