Freedom fighters grandchildren educational quto in tamil nadu

Dear sir,

when i see 2012 prospectus for engineering colleges admission in annauniversity i found seats has been allocated for freedom fighters sons and daughters.but now i suppose there is a note release in T.N GOVT citizens charter it has been explained and written clearly that engineering seats are available for grand children also.but the university doses not agree with this why there is a discrepency ..., and also there will not be any freesom fighters sons and daughters at the age group of 17 to 24 years who is opting for this seats..and also they would have got married.kindly can any one clarify what is this anomoly.
