Not returning retention fees

Hello sir, i had submitted my 30.000Rs in IIPM Delhi on date of 10/may and from that time they did not return my fees, i also logged RTI report to them to give some information on 19/April and again i did not get any reply from there.
as they are not recognized from the UGC nor From Any other Govt recognised college thats why i opted my name from that institute as on 15/May.
so please tellme what other steps i had to take
