Regarding re-issue of Sim to Different Person

I am Arun Makkar final yr E&EC student for PEC University of Technology, Chandigarh. For four years I m using the prepaid connection of Airtel. On 3 March, the company blocked my sim and re-issue the sim of same number to different person. Now I have issued new sim from Airtel showroom and want that it shoudn't be re-issued again to another person anywhere in India. I want all my balance which had in the sim before blocking.
