Water Heater leaking

I Bought a Bajaj Majesty 15 litre water header on 5th September. In 2010 the heater stopped working. The m/c was reapired. Again in July I noticed some noise and I complained. The service personal came and told me not to worry. Today 7th September the heater suddenly leaked and hot water started coming out. I narrowly escaped what could have been a serious injury. I have two complain

1. The service personal unnecesarily delayed when I complained earlier.

2. There is a safety issue with this water heater. I think there is a manufacturing defect and this could kill people. Where should I raise these concern.. can anyone help.
