Fitting of engine safety unit EMS 907

I purchased a new engine sefety unit from M/S Rhino Industrial Equipment, Tinsukia, Assam. Firm send his servvice engineer to install it. unfortunatly he culd not made it functional. Firm now ask me to call another service engineer from their Guwahati office and charge additional service charge. Please advice me whether it is correct?
