Shipped the mobile even after i canceled the order and my credit card got charged

I ordered a mobile phone w350i on 21st of Aug and i expected it to come by 27th. When i didn't get i called them and found out the way that mailing them to cancel the order would do the needful. I have been calling everyday, mailing them everyday to cancel my order. They pick up the phone and assure me that they would cancel it that day and that never happened. Now on 4th September i see that my consignment is shipped and my credit card charged. I canceled the order because i got a new phone as these guys were making it late. How and where do i put a complaint? Is putting a complaint on consumer court helpful? How do i proceed? Any tips would be greatful.
