NON INSTALLATION OF CEILING CLOTHES LINE

I had purchased a Clothes line dryer (ceiling model with pulley system) from home town Noida Sec 38A on 16 Jan 12. The set was not complete as I was told that the firm rep will come with the remaining items & install the same for which I would have to pay an additional Rs 600/-. The rep was supposed to come within 24 hrs but till date even after a lapse of 19 days no one has turned up. I have tele the Home Town several times during this period but the attitude of the staff is rude & crude and they have stopped receiving my calls. I have also spoken to Mr Rohit at 1615 hrs on 05 Jan 12 who even refused to allow me to talk to a supervisor saying it is lunch hour & Mr Anjali Rana of customer care at 1640 hrs for noting my complaint, but there is no response & they have refused to lodge my complaint.
