Wrong billing

I am using idea from 1and half years this people they never give proper informatio about plan, i have choose plan 299 champion in this plan there is 1 gb free usage, usage means downloading and browsing includes, in every showroom they says includes downloading but when u call customer care they will say not downloading is included and they will say there will charge for downloading as per content not in kbs, where all this things were not there in pc internet and they have charged amt in the middle of the bill 10days amount and rest of days it was zero, how this people r crazy, no one is giving response and no one dont no information about gprs usage how it measure in rupees
