Vibrates while spinning

Does the machine vibrate if rubber ring in front becomes 2 years old? machine was purchased 2 years ago but was used only for couple of times.we have now shifted to new residence.in old house machine was not vibrating.according to me service man has not leveled it properly and that is why it is vibrating.but he iscontinuosly insisting on replacing the rubber gaskate which costs 750 rs.pl take the rwright action and remove the fault.
