Nonfunctional items and duping

I had paid 1100 rupees to ojjas for an 8 gb spy pen, that was shipped to me, but was not working, and they did not return the money, nor replaced it., even though they asked me to return the product to them for replacement, they kept the original as well., without giving me my refund or replacement.

i asked the rediff.com to take action, they said that the company has refused to pay and has also refused to abide by the rules of the rediff.com

rediff said, that they will repay me my 1100, but nothing has been done so far., now am thinking of filing a report under cybercrimes.
