Action not taken by the police even i traced my cellphone

Dear sir,

i purchased a mobile phone on dated 12/08 from the market with the name JASBIR SINGH and bill no. 273 IMEI NO 35874903343478800 LG make model no. GU285 so far i lost or theft that particular cell on dated 13/12 on the way even i lodged an FIR near by police station (basti jodhewal ludhiana) after an hour as so far. My cellphone had a tracking facility and i informed the police that my cellphone is working with the 8528584809 and 9781249432 but they people did not take any action against that user till now even i receiving regular msgs. from above said nos. there fore it is to request you please suggest me the right way and what should i do further.

i actually so much satisfied with your services an i need again your help.
