No refund of money

I placed an order for purchase of a mobile handset and was given order no.870414 by making payment of Rs. 2199.00 full in advance through credit card. The delivery was made of a useless moblie handset which was not able to transmit voice on the other side. I had to send is back and I sought refund but instead of refund they send me the mobile again which I refused to accept from the courier. After lapse of over three months I have not been able to get refund.
