Touch problem two times

I buy my cell on 4th sep and after 2 days touch cause sum problem... and after 4 days touch stopped working... then i gave my cell to nokia care then i got my cell after 20 days... and now after 2 days again same problem... i am tired of this... plzzz... help... and... point is that the Nokia has replaced my cellphone... i means... all sets has sum touch defect... and plzzz help i am very tired of this... can i get new model by replacing it in nokia care and giving extra money to cover the diffrent cell rate... exmple... 4900 (my c2-03 price) %_=
