Software avalability

I have bought a nokia c3 hand set in dec and there is a software problem when i go to the nokia care in hapur then he just putted the older version of the software in my cell

when i go again to him and say that it is not still working then he said that the software for this particular set is not launched in india and said that he will bring the software very soon

but after 2 week i have send my set to the nokia care ghaziabad then there 10 days have passed and still they did not given my cell back to me

what can i do regarding to this
