Charging repaired cost eventhough the handset is under Warranty

I have Nokia Handset which was purchase in Chinchwadgaon. The model no. is X3/ O2 .The key pad is not operating so gave this handset to Nokia Care in Nigadi' s Nokia Service shop. The handset is given on 11 th of july but still not repaired. The main issue is that they told me that the repairing cost is 950 Rs. even though the handset is under warranty. They gave me the reason that the water is inside the handset. i am working in office only & using Car. How they ensure the water is inside. Every warranty Handset has same reason? then what is meaning of WARRANTY.
