Cheating a customer in the name of CASH BACK OFFER

Hi,

I have purchased Nokia Lumia 510 from the Univercell Mobile shop (in madipakkam) during the diwali season. The shop keeper told me that I am eligible for the 5% cash back offer (It came in the newspaper too). They refuse to take cash & swipped my card. Later, The cash back money was not paid back to my account. When I approached them. The shop keeper said the manager is on leave & he called up some one & updated me that it will take 30 days. Even after 30 days nothing has worked. I have written several mails to them & no proper updates. Let, me know the steps to approach the route of consumer protection act.
