Charges more then MRP

In Mangaon (ST stand) all the dealers of cold drinks of all brands charge Rs.5-6 extra then MRP charges and sell the cold drinks without bill. When we ask for higher charges they rudely say, "ghyaychay tar ghya nahitar theva saglikade yevdech paise ghetat".

I request you to please provide us a solution.
