Ration card-Change of address work stopped

I am a resident of Bangalore & have shifted by residence recently. I wanted to get the address changed in my ration card but when I visited the department i got to know that they have stopped doing work reason being computer is not functioning. They do not know when they resume their work & was told that it may go up to 2-3 months. I need this updated ration card with new address as a document of address proof for various reason like gas transfer etc..

If govt can't put such simple things in place then what big achievements can we expect from it
