Charging more than MRP

This is regarding most general stores in my area, Charkop in Kandivali west. Most of these general stores charge a rupee more on the consumer goods like bread and other than the MRP rate. Also, they charge a rupee more for selling cold bottles giving an excuse that the electrical charges have hiked and so they charge the customer for selling cold bottles. It is not a rupee that matters but what bothers me all the time is why charge more money than the maximum retail price and when it is legally not allowed. Lately it was also shown in news how these vendors charge an extra 50 paise on selling half liter milk which actually has an MRP of rs.12.00. Since it is not a big amount most of us don't bother. But what we do not realize is how these vendors are minting out money even if it just a rupee from us customers and filling their pockets. I would really like someone to take action regarding this or let me know where I can go and complain for the same.
