Can Pizza Hut charge Service charge and Vat charges both?

My Bill :-

Sub Total 632.00

Service Charge @ 10% 63.20

VAT @ 12.50 % 86.90

Total =782.00

They are charging more from the customers.

Kindly see to this issue ASAP.
