Refuse to supply for another two years

Dear sir/madam

I herewith strongly complaint against the civil supplies department, Tamil nadu state, India. Because yesterday I went to get the kerosene in the ration shop. They told me that the kerosene distribution is stopped for another two years. I am consumer and how they stopped kerosene? this kerosene was distributed by government of tamil nadu, India. I am from Tsunami affected Area.
