Failed to deliver the product promised

I have ordered to etching of 3 numbers of glass for a puja room furniture and it is being more than 4 months as on date the owner Ms Poornima is running the business and she has not done the work which was accepted and over and above she has taken money of Rs. 4000/- were as the actual bill was for Rs.3200/--. I am trying to reach her on phone but she do not answer and when SMS is sent she claims that i should know about the glasses though due to bad work was delivered to her workshop as per instructions. How will i know about the glass being delivered for redoing in her workshop. She is being not responsible and it is high time i have to wait for a small job with additional payment being collected by her. I need a fair action to be taken and not let the consumers take for a ride for more than 4 months.
